警员犯错, 我们可以罚他吗?

当我们犯错的时候, 就招开罚单来控告你。但开罚单的人犯错由谁来罚他们呢？以下图片是一位网友在驾驶时所遇到的事情，并拍下来。并不是我本人遇到。

看清楚点，是不是有犯交通规则呢？由谁来惩罚他们呢？
失望啊，虽然他不是交通部，但身为一位警察都不以身作则，我们人民该怎么样呢？马来西亚的按宁就靠你们了…!!
